How do I test a second-hand welder before buying?

Test a used welder by powering it on (watch for error codes), striking arcs at one-third and near-max output for 60+ seconds each, inspecting leads and torch for DIY repairs, and asking why it's for sale. Sellers upgrading say so; sellers dumping dodge the question.
The 10-minute test routine
- Fan runs, no error codes, display behaves
- Arc at ~⅓ output: stable, controllable
- Arc near rated output for a minute: no thermal cut-out, no smell
- Inspect: torch, leads, plugs — no burn marks, no taped joints
- Consumable check: are tips/liners/rods still sold in Australia for this model?
